Dr. Rhonda Secrest is a distinguished healthcare executive and visionary leader with years of experience in hospital administration, compliance, and strategic planning within a Level 1 trauma hospital. As the CEO and Founder of the Texas Healthcare Quality Assurance Agency, Dr. Secrest draws from her extensive background in performance improvement, accreditation compliance, and patient-centered operational excellence to build safer, more effective healthcare systems.

 

Holding a Doctor of Health Administration, Dr. Secrest has led multidisciplinary teams in driving quality initiatives, coordinating hospital-wide operations, and elevating standards of care through strategic oversight and talent development. Her roles have included Accreditation Coordinator for CARF, Morbidity and Mortality Documentation Administrator, and Hospital Scorecard Specialist, among others.

 

Her firsthand experience with regulatory bodies such as Joint Commission and CARF, combined with her deep involvement in executive planning, marketing, public health policy, and quality improvement, directly informed the creation of Texas Healthcare Quality Assurance Agency. Recognizing the widespread need for structured, expert-led guidance in quality assurance and regulatory readiness, Dr. Secrest established the agency to serve hospitals, clinics, and healthcare organizations seeking sustainable compliance and operational excellence.

 

Her expertise spans programs like Cerner, CMS, UDS, and IRF-PAI, and she has served on critical leadership committees, including the Advisory Board, Graduate Medical Education Committee, and Community Outreach Committee. Through her leadership, the agency is advancing its mission and vision:
